Tonight We Saw Why It's Basically Impossible To ... - Business Insider

The sub-sub-plot of the day was the story that the GOP had proposed attaching a Chained CPI requirement to a fiscal cliff deal. Basically, this means that the annual cost-of-living adjustment in Social Security would be lower than it is now.

Liberals hate the idea because it's a benefit cut.

And now as the GOP isn't pushing it anymore either (for now). John McCain went so far as to call it a "losing hand."

Marco Rubio went so far as to say that while the GOP is not pushing for these cuts, Obama is.

The thing is, if there's ever going to be a politically palatable cut to Social Security, this is probably it, since it's pretty technical, and nobody will get what it is, and it doesn't sound like a cut.

As Phil Klein points out, if the GOP can't even get behind this tweak, there's very little hope for anything substantive in the big picture.

There are two big stories with entitlement cuts.

One is that politicians are open to them in theory, but then don't want their fingerprints on the weapon when it's time to do the deed.

The other is that it's usually Republicans that end up killing entitlement tweaks. Every time DC gets close to a "grand bargain" (something which Obama would clearly be willing to sign off on), Boehner or his caucus kills it.

And that makes sense. If you're the party of fighting deficits, then you have a lot of lose politically by taking deficit reduction off the table in the form of actual progress.

Israel's Supreme Court on Sunday Dec. 30, 2012 unanimously rejected an election committee's attempt to disqualify Zoabi from running for parliament again next month because she took part in a flotilla that tried to breach Israel's naval blockade of the Hamas-run Gaza Strip in 2010. (AP) ? Israel's Justice Ministry filed its indictment against former Foreign Minister Avigdor Lieberman in a Jerusalem court on Sunday, charging him with breach of trust and fraud in a case that could further harm his political career.

Lieberman is accused of trying to advance the career of a former diplomat after the envoy relayed information to him about a criminal investigation into the former Cabinet minister's business dealings.

On Dec. 13, the Justice Ministry released a draft indictment to both Lieberman and the press. On Sunday, an amended version of that draft was filed in the Jerusalem Magistrates Court after prosecutors received testimony suggesting he was more deeply involved than previously thought in trying to promote the diplomat.

The actual charges remained unchanged.

Lieberman, who denies any wrongdoing, resigned his Cabinet post earlier this month after he was informed of the pending charges, though he remains a member of parliament. He did not appear in court on Sunday and had no comment on the indictment.

The diplomat he tried to promote, former ambassador to Belarus Zeev Ben-Aryeh, reached a plea bargain with the state in the case earlier this year.

The indictment did not address the main suspicions against Lieberman that were the focus of a years-long investigation. Attorney General Yehuda Weinstein ultimately decided that prosecutors did not have a strong enough case to charge Lieberman with illicitly receiving millions of dollars from businessmen and laundering the cash through straw companies in eastern Europe.

While he was charged with lesser offenses, Lieberman's political future could be compromised if the court that hears the case decides to convict him of a crime that carries what is known in Israeli law as "moral turpitude." Lawmakers convicted of such crimes must resign immediately from parliament, then are barred from re-entering politics for seven years.

Lieberman's Yisrael Beiteinu party is running on a joint list with Prime Minister Benjamin Netanyahu's Likud in the Jan. 22 election, and he is expected to be re-elected to parliament. Political commentators had viewed the hookup as grooming him to become a future prime minister. Lieberman takes a hard line on concessions to the Palestinians and perceives Israel's large Arab minority as a threat to the Jewish state.

In other political news, Israel's Supreme Court unanimously rejected an election committee's attempt to disqualify an Arab lawmaker from running for parliament again next month because she took part in a flotilla that tried to breach Israel's naval blockade of the Hamas-run Gaza Strip.

The lawmaker, Hanin Zoabi, enraged many Israelis in 2010 by joining the Turkish-led Mavi Marmara flotilla, which was stormed by Israeli naval commandos who clashed with pro-Palestinian activists, killing nine. The Israeli military says the soldiers acted in self-defense after being attacked on the deck.

Zoabi was nearly assaulted in parliament by another lawmaker and subsequently was stripped of some of her parliamentary privileges.

Earlier this month, an Israeli elections committee voted to disqualify her from running in next month's election. She appealed that decision to the Supreme Court, which overturned it, as it has rejected the committee's attempts in previous years to bar other Arab candidates from running.

"I welcome the ruling," Zoabi said. "I hope this ruling will put an end to the political witchhunt."

Lawmaker Danny Danon, who collected thousands of signatures demanding that Zoabi's candidacy be disqualified, accused the court of "backing the Marmara terrorist rather than naval commando fighters."

The court said in its ruling that it would release its reason for overturning the decision at a later date. Under Israel's election law, the court had to issue its ruling by Sunday.

Church Heavily Damaged in Tornado Holds Service Elsewhere

MOBILE, Ala. (WPMI) A church heavily damaged in the Christmas day storm was forced to hold Sunday service at a different location Sunday morning.

Sweet Pilgrim Baptist Church had part of its roof torn off and damage to the inside. Local 15 News talked with the pastor, who said he would have to find somewhere else to hold Sunday service.

The congregation gathered at Emmanuel Seventh Day Adventist Church in Toulminville. Members were not letting the disaster ruin their worship.

"It's sad and I miss our service at the old church, but I know God has better things ahead for us. And I thank God for the pastor carrying over as much as he can," said church member Carolyn Gardner.

No word on when the church will be repaired.

US troops sent to aid African diplomat evacuation

Map locates the Central African Republic

WASHINGTON (AP) ? President Barack Obama says 50 U.S. troops have deployed to the African country of Chad to help evacuate U.S. citizens and embassy personnel from the neighboring Central African Republic's capital of Bangui in the face of rebel advances toward the city.

Obama informed congressional leaders of Thursday's deployment in a letter Saturday citing a "deteriorating security situation" in the Central African Republic.

The evacuation of the U.S. diplomats comes in the wake of criticism of the Obama administration's handling of diplomatic security at its consulate in Benghazi, Libya. The ambassador and three other Americans were killed in a Sept. 11 attack.

In the Central African Republic, rebels have seized at least 10 northern towns. On Saturday they continued their advance, seizing the city of Sibut, 114 miles from Bangui.

Venezuela VP in Cuba to visit ailing Chavez

HAVANA (AP) ? Venezuela's vice president arrived in Havana on Saturday in a sudden and unexpected trip to visit President Hugo Chavez as he recovers from cancer surgery.

Communist Party newspaper Granma published online a photo of a smiling Vice President Nicolas Maduro being greeted at the airport in the Cuban capital by the island's foreign minister, Bruno Rodriguez.

"From there, (Maduro) went directly to the hospital where President Hugo Chavez Frias is receiving treatment to greet his family members and Venezuelan Science and Technology Minister Jorge Arreaza Monserrat, and to discuss with doctors the adequate moment to visit the President the same day," the paper said.

Granma added that Maduro was accompanied by Venezuelan Attorney General Cilia Flores.

The previous night in Caracas, Venezuela, Maduro did not specify how long he would be away but said Energy Minister Hector Navarro would be in charge of government affairs in the meantime. Maduro's announcement came at the end of a long speech at the inauguration of a state governor, and he offered no information on the purpose of his visit beyond seeing Chavez.

In a speech Saturday, Venezuela's National Assembly President Diosdado Cabello said only that Maduro went to Cuba to visit with Chavez and urge him "to follow his treatment." Venezuelan press officials in Caracas said they had no additional information Saturday.

Maduro's trip comes amid growing uncertainty about Chavez's health.

The Venezuelan leader has not been seen or heard from since undergoing his fourth cancer-related surgery Dec. 11, and government officials have said he might not return in time for his scheduled Jan. 10 inauguration for a new six-year term. There have been no updates on Chavez's condition since Maduro announced Monday night that he had received a phone call from the president who was up and walking.

Venezuela's opposition criticized Maduro for what they said was a lack of transparency surrounding Chavez's health.

"What I still don't understand is who is president," Lawmaker Alfonso Marquina said. "Who is governing the country now? As for the purpose of this sudden and improvised trip, only the national government knows."

Maduro is the highest ranking Venezuelan official to visit Chavez since the surgery. Bolivian President Evo Morales traveled to Cuba last weekend in a quick trip that only added to the uncertainty surrounding Chavez's condition. Morales has not commented publicly on his visit or even confirmed that he saw Chavez while he was there.

Before leaving for Cuba, Chavez acknowledged the precariousness of his situation and designated Maduro as his successor, telling supporters they should vote for the vice president if a new presidential election was necessary. Although Chavez has delegated some administrative powers to Maduro, he did not leave the vice president officially in charge of the presidency.

Venezuela's Democratic Unity bloc of opposition parties suggested Saturday it was time for the government to declare the president temporarily absent from power.

"They are trying to hide what every day is a fact: The government does not want to recognize that there is a temporary absence of the president from his duties," the bloc said in a statement.

On Friday morning, Maduro read a New Year message from Chavez to Venezuelan troops, though it was unclear when the president composed it.

"I have had to battle again for my health," Chavez said in the message. He expressed "complete faith in the commitment and loyalty that the revolutionary armed forces are showing me in this very complicated and difficult moment."

A group of opposition candidates demanded Friday that Maduro provide an official medical report on Chavez's health. Lawmaker Dinorah Figuera said the country needs "a medical report from those who are responsible for the diagnosis, evaluation and treatment of the president."

"The Venezuelan people deserve official and institutional information," Figuera told Venezuelan media.

A legal fight is brewing over what should happen if Chavez, who was re-elected in October, cannot return in time for the inauguration before the National Assembly.

National Assembly Diosdado Cabello insisted Monday that Venezuela's constitution allows the president to take the oath before the Supreme Court at any time if he cannot do it before the legislature on Jan. 10.

Opposition leaders argue the constitution requires that new elections be held within 30 days if Chavez cannot take office Jan. 10. They have criticized the confusion over the inauguration as the latest example of the Chavez government's disdain for democratic rule of law and have demanded clarity on whether the president is fit to govern.

Senate renews warrantless surveillance act

2 hrs.

The U.S. Senate Friday voted?overwhelmingly in favor of keeping a?George W. Bush-era surveillance law that will allow continued warrantless surveillance of Americans for the next five years.

The Senate's 73-23 vote on the Foreign Intelligence Surveillance Act (FISA) is an extension of the warrantless wiretapping law that grants legal immunity to telecommunications providers in order to continue to assist intelligence agencies with monitoring communications.

In addition to phone calls, text messages and emails may also be obtained by investigators for counterterrorism purposes, an easy assertion for law enforcement to make, Gizmodo reports.

The Electronic Frontier Foundation, an Internet rights advocacy organization, claimed in a statement that the act "allows the government to get secret FISA court orders???orders that do not require probable cause like regular warrants???for any emails or phone calls going to and from overseas. The communications only have to deal with "foreign intelligence information," a broad term that can mean virtually anything. And one secret FISA order can be issued against groups or categories of people???potentially affecting hundreds of thousands of Americans at once."

"Incredibly, the Senate rejected all the proposed amendments that would have brought a modicum of transparency and oversight to the government's activities," the EFF said?Friday?after the vote.

The bill is now headed for President Obama's desk where he is expected to sign it. Although an identical bill elicited contentious debate in 2008, a different political climate made passage much easier now.

"This is the last opportunity for the next five years for the Congress to exercise a modest measure of real oversight over this intelligence surveillance law," Sen. Ron Wyden,?D-Oregon, told the press before the vote. "It is not real oversight when the United States Congress cannot get a yes or no answer to the question of whether an estimate currently exists as to whether law abiding Americans have had their phone calls and emails swept up under the FISA law."

Wyden had introduced an amendment to the bill that would have forced the National Security Agency?to disclose how many Americans had been affected by FISA. Since 2009 the agency has refused to share that information on the basis that it would violate the privacy of those affected.?

5 Tips to Writing Job-Winning Cover Letters | Design Resumes

The cover letter remains a stumbling point for many job seekers. As a professional resume writer, I include cover letters in all the levels of my resume options because I believe a cover letter is essential in almost every job search.

When do you need a cover letter?

An easier question to answer is when don?t you need a cover letter? If you are dropping a resume off to the recipient or emailing it directly to the decision-maker, you might be able to drop the formal cover letter. However, in the case of emailing it to the decision-maker, you should still have a well-written note to the recipient about why you are qualified for the position.

What does the cover letter do for you?

If you consider the resume as a marketing document where the product is you, then you should consider the cover letter as the specific marketing notice that explains why you and your talents are exactly what the company needs in the position.

What do I need to know to write the best cover letter?

1. You need to know the industry and the company. You have to have done the research so that first, you understand the industry you are targeting and then the specific company. You need to know the products of the company inside and out so that you can speak to their needs in the cover letter.

2. If you mimic what the job description is looking for early in the cover letter, the reader or hiring manager will understand why you are applying for a specific job. Look at this example, transitioning from Hospitality to Financial Planning. She had 18 offers and is in her new role.

Throughout my career in the hospitality industry, I have built a reputation for confidentiality and discretion while working with elite guests. This skill set coupled with a profitability-conscious focus and a background in exceptional people management will make me an excellent candidate for an Associate Financial Advisor.

3. You will do better if you find specific areas in the job description that you are a direct match to and answer the question: ?why should I hire you?? in several points of the cover letter. Here is a quote from an internal candidate?s cover letter, and yes, even internal candidates should have a cover letter if requested or to reinforce their qualifications. This client is now the Executive Director of her non-profit organization.

If I am chosen for the role of Executive Director, I believe I can help move the organization forward with the same innovative momentum you and Nancy have established in recent history. I deeply understand and appreciate the culture of the organization from the staff members, our client families, potential donors and, of course the club members.

4. Give specific examples of what you bring to the table. This bullet point was in the cover letter example for a client that now has landed a key position in a national non-profit organization.

Secured Angel Investor for $16 million capital campaign, start-up costs, and three years of ongoing operating support.

5. Ask for the job in the cover letter. Too many candidates leave off the ask. Both of these closes ask for the interview.

Overall, I believe that I bring all the many attributes you are seeking in the position of Executive Director and I would be thrilled to discuss my qualifications and our bright future with you and the selection committee in a personal interview soon.

I would enjoy the opportunity to discuss how I could help coordinate your annual fundraising programs and events. Please contact me to schedule an appointment at a mutually convenient time.

If you are struggling to write your resume and the cover letter that will bring you to the next level in your career, perhaps it is time to work with an expert.

Russian parliament endorses anti-US adoption bill

MOSCOW (AP) ? Defying a storm of domestic and international criticism, Russia moved toward finalizing a ban on Americans adopting Russian children, as Parliament's upper house voted unanimously Wednesday in favor of a measure that President Vladimir Putin has indicated he will sign into law.

The bill is widely seen as the Kremlin's retaliation against an American law that calls for sanctions against Russians deemed to be human rights violators. It comes as Putin takes an increasingly confrontational attitude toward the West, brushing aside concerns about a crackdown on dissent and democratic freedoms.

Dozens of Russian children close to being adopted by American families now will almost certainly be blocked from leaving the country. The law also cuts off the main international adoption route for Russian children stuck in often dismal orphanages: Tens of thousands of Russian youngsters have been adopted in the U.S. in the past 20 years. There are about 740,000 children without parental care in Russia, according to UNICEF.

All 143 members of the Federation Council present voted to support the bill, which has sparked criticism from both the U.S. and Russian officials, activists and artists, who say it victimizes children by depriving them of the chance to escape the squalor of orphanage life. The vote comes days after Parliament's lower house overwhelmingly approved the ban.

The U.S. State Department said Wednesday it regretted the Russian parliament's decision.

"Since 1992, American families have welcomed more than 60,000 Russian children into their homes, providing them with an opportunity to grow up in a family environment," spokesman Patrick Ventrell said in a statement from Washington. "The bill passed by Russia's parliament would prevent many children from enjoying this opportunity ...

"It is misguided to link the fate of children to unrelated political considerations," he said.

Seven people with posters protesting the bill were detained outside the Council before Wednesday's vote. "Children get frozen in the Cold War," one poster read. Some 60 people rallied in St. Petersburg, Russia's second largest city.

The bill is part of larger legislation by Putin-allied lawmakers retaliating against a recently signed U.S. law that calls for sanctions against Russians deemed to be human rights violators. Although Putin has not explicitly committed to signing the bill, he strongly defended it in a press conference last week as "a sufficient response" to the new U.S. law.

Originally Russia's lawmakers cobbled together a more or less a tit-for-tat response to the U.S. law, providing for travel sanctions and the seizure of financial assets in Russia of Americans determined to have violated the rights of Russians.

But it was expanded to include the adoption measure and call for a ban on any organizations that are engaged in political activities if they receive funding from U.S. citizens or are determined to be a threat to Russia's interests.

Russian children's rights ombudsman Pavel Astakhov told the Interfax news agency that 46 children who were on the verge of being adopted by Americans would stay in Russia if the bill is approved ? despite court rulings in some of these cases authorizing the adoptions.

The ombudsman supported the bill, saying that foreign adoptions discourage Russians from adopting children. "A foreigner who has paid for an adoption always gets a priority compared to potential Russian adoptive parents," Astakhov was quoted as saying. "A great country like Russia cannot sell its children."

Russian law allows foreigners to adopt only if a Russian family has not expressed interest in a child being considered for adoption.

Some top government officials, including the foreign minister, have spoken flatly against the adoption law, arguing that the measure would be in violation of Russia's constitution and international obligations.

But Senator Mikhail Margelov, chairman of the Council's foreign affairs committee, referred to the bill as "a natural and a long overdue response" to the U.S. legislation. "Children must be placed in Russian families, and this is a cornerstone issue for us," he said.

Margelov said that a bilateral Russian-U.S. agreement binds Russia to give notice of a halt to adoptions 12 months in advance. Putin spokesman Dmitry Peskov told Russian news agencies that the president would consider the bill within the next two weeks.

The measure has become one of the most debated topics in Russia.

By Tuesday, more than 100,000 Russians had signed an online petition urging the Kremlin to scrap the bill.

Over the weekend, dozens of Muscovites placed toys and lit candles in front of the Duma, Russia's lower house of parliament after it approved the bill on Friday, but security guards promptly removed them. Opposition groups said they will rally against the bill on Jan. 13, and several popular artists publicly voiced their concern about the legislation.

While receiving a state award from Putin on Wednesday, film actor Konstantin Khabensky wore a badge saying "Children Are Beyond Politics." Veteran rock musician Andrey Makarevich called on Putin Monday to stop "killing children."

During a marathon Putin press conference Thursday, eight of the 60 questions the president answered focused on the bill. Responding angrily, Putin claimed that Americans routinely mistreat children from Russia.

The bill is named in honor of Dima Yakovlev, a Russian toddler who was adopted by Americans and then died in 2008 after his father left him in a car in broiling heat for hours. The father was found not guilty of involuntary manslaughter. A Russian television report showed Yakovlev's blind grandmother who claimed that the U.S. family that adopted her grandson forged her signature on documents allowing them to take the boy outside Russia.

Russian lawmakers argue that by banning adoptions to the U.S. they would be protecting children and encouraging adoptions inside Russia.

In a measure of the virulent anti-U.S. sentiment that has gripped parts of Russian society, a few lawmakers went even further, claiming that some Russian children were adopted by Americans only to be used for organ transplants and become sex toys or cannon fodder for the U.S. Army.

Americans involved in adoption of Russian children find the new legislation upsetting.

Bill Blacquiere, president of New York City-based Bethany Christian Services, one of the largest adoption agencies in the U.S., said he hopes Putin won't sign the bill.

"It would be very sad for kids to grow up in orphanages," Blacquiere said. "And would hurt them socially, psychologically and mentally. We all know that caring for children in institutions is just not a very good thing."

Joyce Sterkel, who runs a Montana ranch for troubled children adopted abroad and has adopted three Russian children herself, said she is concerned for the estimated 700,000 children who live in state-run institutions in Russia.

"I would prefer that the Russians take care of their own children. I would prefer that people in the United States take care of their own children," Sterkel said Wednesday. "But if a suitable home cannot be found in that country, it seems reasonable that a child should be able to find a home outside."

Link Between Marijuana and Psychosis Goes Both Ways

An anonymous reader writes with news of a study out of the Netherlands (abstract) about the link between psychosis and marijuana use. The researchers wanted to examine what caused the relationship ? was marijuana use leading to psychosis, or did those suffering from psychosis have a higher tendency to seek out marijuana? As it turns out, they found evidence for both. From the article:
"... using pot at 16 years old was linked to psychotic symptoms three years later, and psychotic symptoms at age 16 were linked to pot use at age 19. This was true even when the researchers accounted for mental illness in the kids' families, alcohol use and tobacco use. Griffith-Lendering said she could not say how much more likely young pot users were to exhibit psychotic symptoms later on. Also, the new study cannot prove one causes the other. Genetics may also explain the link between pot use and psychosis, said Griffith-Lendering."

Patrick Dempsey brews up coffee shop purchase

LOS ANGELES (AP) ? Patrick Dempsey says he wants to rescue a coffee house chain and more than 500 jobs.

The "Grey's Anatomy" star said Wednesday he's leading a group attempting to buy Tully's Coffee. The Seattle-based company filed for Chapter 11 bankruptcy protection in October.

Dempsey said he's excited about the chance to help hundreds of workers and give back to Seattle.

The actor has a strong TV tie to the city: He plays Dr. Derek Shepherd on "Grey's Anatomy," the ABC drama set at fictional Seattle Grace Hospital.

Tully's has 47 company-run stores in Washington and California, as well as five franchised stores and 58 licensed locations in the U.S.

Any sale would have to be approved by a judge. A bankruptcy court hearing is set for Jan. 11 in Seattle.

Putin says he will sign anti-US adoptions bill

MOSCOW (AP) ? Russian President Vladimir Putin said Thursday he will sign a controversial bill banning Americans from adopting Russian children.

More than 60,000 Russian children have been adopted in the United States in the past two decades with Russia being the single biggest source of adopted children for years.

UNICEF estimates that there are about 740,000 children without parental custody in Russia, while only 18,000 Russians are now waiting to adopt a child.

The bill has angered many Russians who argue that it victimizes Russian orphans who will be robbed of the opportunity to get a family.

Putin on Thursday indicated his intention to endorse the measure.

"I still don't see any reasons why I should not sign it," he told a televised meeting, referring to the bill. He went on to say that he "intends" to sign it.

The president said U.S. authorities deny access to adopted Russian children and let Americans suspected of violence toward Russian adoptees go unpunished.

Critics of the bill have left dozens of stuffed toys and candles outside the parliament's lower and upper houses of parliament to express solidarity with Russian orphans.

Children rights ombudsman Pavel Astakhov on Wednesday said that 46 children who were about to be adopted in the United States would remain in Russia in case the bill comes into effect.

Astakhov on Thursday petitioned the president to extend the ban to other countries.

"There are huge money, dodgy people and semi-legal schemes for exporting children," Astakhov tweeted, explaining his decision.

The Russian parliament has approved the bill, which is part of a larger measure by lawmakers retaliating against a recently signed U.S. law calling for sanctions against Russians deemed guilty of human rights violations.

The U.S. State Department said on Wednesday that it regretted the Russian parliament's decision.

Marijuana Legalization Could Be Overturned By Federal Law As President Obama Takes Heat For Sidestepping Issue

There?s a sense of hesitation at the top levels of government to accept the voters' decisions to make marijuana legal for recreational use in both states on Election Day -- and even President Obama, once seen as a pot-friendly candidate, is getting hit with some tough criticism.

Thursday marked the first day of the new freedom in Washington. Residents at least 21 years old are now legally permitted to possess up to an ounce of marijuana, although the laws around selling and growing cannabis remain murky, at best. Official legalization will come to Colorado next month.

Senior White House staffers and top-level Justice Department officials have been debating what to do about the new policies since they were OK'd by voters on Nov. 6, the New York Times reported. Marijuana is still illegal on the federal level, classified as a Schedule I controlled substance alongside heroin, LSD, MDMA, and other drugs banned under the Controlled Substances Act of 1970.

Justice Department brass and top White House aides are reportedly considering suing the two states should they honor the legalization votes, under the premise that federal law trumps state law, even when the state law was passed by a historic voter initiative. If this process were to proceed, it would put the new legislation in both states in serious danger and possibily nullify it altogether. The New York Times reported officials said ?no decision was imminent? on how to enforce the new laws. The impact on international drug treaties is also unknown.

Using the drug in public could still cost a smoker a $100 citation in Washington, although the Seattle Police Department is currently using verbal warnings as their only means of enforcement. When the clock struck midnight on Thursday, hundreds of revelers celebrated by smoking underneath the Seattle Space Needle, an event that went off without incident, according to Reuters.

Obama has made no mention of marijuana legalization since the votes in both states last month, and he has mostly remained in the middle of the road when discussing the issue in the past. While he was running for his current office in 2008, the then-U.S. senator said he wouldn?t use ?Justice Department resources to try to circumvent state laws [on medical marijuana],? according to Rolling Stone magazine.

While running for re-election four years later, Obama implied the issue was out of his control.

?What I specifically said was that we were not going to prioritize prosecutions of persons who are using medical marijuana. I never made a commitment that somehow we were going to give carte blanche to large-scale producers and operators of marijuana -- and the reason is, because it's against federal law,? Obama told Rolling Stone. ?I can't nullify congressional law. I can't ask the Justice Department to say, ?Ignore completely a federal law that's on the books.? What I can say is, ?Use your prosecutorial discretion and properly prioritize your resources to go after things that are really doing folks damage.??

If the president decides to overrule state law, he would not only be ignoring the obvious voter approvals in Washington and Colorado, but also a new national public-opinion poll showing. A USA Today/Gallup Poll? 63 percent of respondents said that once a state votes to legalize marijuana, the federal government should stay out of it. Only 34 percent of respondents said the the feds should overrule state law on the issue.

Colorado Gov. John Hickenlooper, for one, would fall in with the former crowd, and he advised the president to do the same during an interview with "Morning Edition" on NPR.

?Our voters want marijuana to be regulated, like alcohol," Hickenlooper said. "That's what they clearly said.?

Sony announces Xperia E - budget phone for Europe with dual-SIM option

Android CentralSony Mobile's not depleted the alphabet just yet, so here's another mid-to-low-end Xperia phone, the Xperia E. A 3.5-incher aimed at the budget-conscious, the Xperia E packs a 3.5-inch HVGA screen, a 1GHz Qualcomm CPU and a 3.2MP rear camera, so it's a no frills Android experience on offer.

The regular version of the Xperia E will run Android 4.1 Jelly Bean -- perhaps the first Sony phone to do so -- while a dual-SIM variant will be offered running ICS out of the box, but with an upgrade promised. Other notables include a 1500mAh battery, fairly sizeable for a device of this kind, and HD Voice support for improved call quality on supporting networks.

The Xperia E will launch in single and dual-SIM flavors Europe in Q1 2013. The single-SIM version will be available in black, white and pink, while the dual-SIM model will come in black and gold.

Chittagong Division v Barisal Division ? National Cricket League ...

Chittagong Division v Barisal Division ? National Cricket League, 2012/13 ? Match Update ? Chittagong Division win by 8 wickets

Yasin Arafat?s superb bowling performance, and a timely unbeaten century from Faisal Hossain, propelled the Chittagong Division to a comprehensive 8-wicket victory over the Barisal Division, in their first-class match during the ongoing National Cricket League, played from December 1 to 4 at the MA Aziz Stadium in Chittagong.

The home team won the toss and chose to field first, with the ruthless Yasin Arafat (23.4-11-25-5) leading the attack, while Rezaul Karim (27-10-54-2) followed. Only three of Barisal?s batsmen succeeded in moving beyond single digits, and even then Arafat kept a check on them. Fazle Mahmud (19) was dismissed by Arafat before he could capitalise on his start, top-scorer Salman Hossain (98) was eventually snuffed out by Arafat 2 runs short of a century, while Mohammad Sajib (49*) was the only one who managed to get away.

A total of five batsmen were dismissed on duck, and three of these ? Kamrul Islam Rabbi, skipper Monir Hossain, and Towhidul Islam ? comprised the tail, which Arafat nipped out with a hat-trick in the 105th over. Barisal eventually succumbed, all out, at a first innings total of 204.

Kamrul Islam Rabbi (21.4-1-65-5) and Monir Hossain (28-7-45-4) attempted to apply the same checks Chittagong had restricted Barisal with, but solid performances from centurion and Player of the Match Faisal Hossain (123*), and Nazimuddin (72) enabled Chittagong to post a first innings total of 296, which Barisal found hard to beat.

Noor Hossain (14-4-29-5) and Yasin Arafat (25-5-62-3) teamed up to keep Barisal down to a low score, in order to secure their side a low total to chase. Top-order batsmen Reazur Rahman (27), Nasiruddin Faruque (24), and Fazle Mahmud (50) were the only ones who put up a fight ? the rest of the batting order failed to pass the 20-run mark, and within 71 overs, the team was all out at 163, setting Chittagong an easy 72-run target to chase.

Nasiruddin Faruque?s (8-0-24-2) attempts to defend his team?s total were valiant, but desperate. While he managed to dismiss openers Irfan Sukkur (36) and skipper Nafees Iqbal (12), it was too late by then, and Yasir Ali (11*) and Nazimuddin (13*) proceeded to lead their team to an easy victory, with 8 wickets remaining.

Search for life suggests planetary systems more habitable than ours

ScienceDaily (Dec. 3, 2012) ? Scattered around the Milky Way are stars that resemble our own sun -- but a new study is finding that any planets orbiting those stars may very well be hotter and more dynamic than Earth.

That's because the interiors of any terrestrial planets in these systems are likely warmer than Earth -- up to 25 percent warmer, which would make them more geologically active and more likely to retain enough liquid water to support life, at least in its microbial form.

The preliminary finding comes from geologists and astronomers at Ohio State University who have teamed up to search for alien life in a new way.

They studied eight "solar twins" of our sun -- stars that very closely match the sun in size, age, and overall composition -- in order to measure the amounts of radioactive elements they contain. Those stars came from a dataset recorded by the High Accuracy Radial Velocity Planet Searcher spectrometer at the European Southern Observatory in Chile.

They searched the solar twins for elements such as thorium and uranium, which are essential to Earth's plate tectonics because they warm our planet's interior. Plate tectonics helps maintain water on the surface of Earth, so the existence of plate tectonics is sometimes taken as an indicator of a planet's hospitality to life.

Of the eight solar twins they've studied so far, seven appear to contain much more thorium than our sun -- which suggests that any planets orbiting those stars probably contain more thorium, too. That, in turn, means that the interior of the planets are probably warmer than ours.

For example, one star in the survey contains 2.5 times more thorium than our sun, said Ohio State doctoral student Cayman Unterborn. According to his measurements, terrestrial planets that formed around that star probably generate 25 percent more internal heat than Earth does, allowing for plate tectonics to persist longer through a planet's history, giving more time for live to arise.

"If it turns out that these planets are warmer than we previously thought, then we can effectively increase the size of the habitable zone around these stars by pushing the habitable zone farther from the host star, and consider more of those planets hospitable to microbial life," said Unterborn, who presented the results at the American Geophysical Union meeting in San Francisco this week.

"At this point, all we can say for sure is that there is some natural variation in the amount of radioactive elements inside stars like ours," he added. "With only nine samples including the sun, we can't say much about the full extent of that variation throughout the galaxy. But from what we know about planet formation, we do know that the planets around those stars probably exhibit the same variation, which has implications for the possibility of life."

His advisor, Wendy Panero, associate professor in the School of Earth Sciences at Ohio State, explained that radioactive elements such as thorium, uranium, and potassium are present within Earth's mantle. These elements heat the planet from the inside, in a way that is completely separate from the heat emanating from Earth's core.

"The core is hot because it started out hot," Panero said. "But the core isn't our only heat source. A comparable contributor is the slow radioactive decay of elements that were here when the Earth formed. Without radioactivity, there wouldn't be enough heat to drive the plate tectonics that maintains surface oceans on Earth."

The relationship between plate tectonics and surface water is complex and not completely understood. Panero called it "one of the great mysteries in the geosciences." But researchers are beginning to suspect that the same forces of heat convection in the mantle that move Earth's crust somehow regulate the amount of water in the oceans, too.

"It seems that if a planet is to retain an ocean over geologic timescales, it needs some kind of crust 'recycling system,' and for us that's mantle convection," Unterborn said.

In particular, microbial life on Earth benefits from subsurface heat. Scores of microbes known as archaea do not rely on the sun for energy, but instead live directly off of heat arising from deep inside Earth.

On Earth, most of the heat from radioactive decay comes from uranium. Planets rich in thorium, which is more energetic than uranium and has a longer half-life, would "run" hotter and remain hot longer, he said, which gives them more time to develop life.

As to why our solar system has less thorium, Unterborn said it's likely the luck of the draw.

"It all starts with supernovae. The elements created in a supernova determine the materials that are available for new stars and planets to form. The solar twins we studied are scattered around the galaxy, so they all formed from different supernovae. It just so happens that they had more thorium available when they formed than we did."

Jennifer Johnson, associate professor of astronomy at Ohio State and co-author of the study, cautioned that the results are preliminary. "All signs are pointing to yes -- that there is a difference in the abundance of radioactive elements in these stars, but we need to see how robust the result is," she said.

Next, Unterborn wants to do a detailed statistical analysis of noise in the HARPS data to improve the accuracy of his computer models. Then he will seek telescope time to look for more solar twins.

This research was funded by Panero's CAREER award from the National Science Foundation.

A group of Army soldiers from Fort Stewart is returning home from Afghanistan in time to spend the holiday season with their families.

About 200 soldiers from the 1st Battalion, 64th Armor Regiment were scheduled to arrive Tuesday after spending the past nine months deployed overseas. Family and friends were to greet the troops at the Army post's parade grounds.

The returning soldiers are among the first from Fort Stewart's 3rd Infantry Division to serve in Afghanistan. Previously the Army division focused on Iraq, where its units all served four tours before that war ended last year.

A major reason the returning soldiers get to spend the holidays with their families is because their deployments lasted only nine months as opposed to a full year.
